SRRC Introduction
SRRC is abbreviation of State Radio Regulation of China, State Radio Monitoring Center (SRMC) shall be responsible for it.
State Radio Monitoring Center (SRMC) and State Radio Spectrum Monitoring Center (SRSMC) were established in 1988. Known as SRMC, they have been identical in staff, thus actually forming one institution under two different names since 1998. Directly affiliated to the Ministry of Industry and Information Technology (MIIT), SRMC is a technical institution supporting radio management in China. It is responsible for technical issues of management of radio spectrum, radio stations and radio transmitting equipment, radio monitoring, IT application in radio management, etc. SRMC is composed of 14 divisions, 9 state monitoring stations, 2 affiliated institutions and almost 300 employees.
At the present, SRMC has set up laboratories of spectrum engineering, various sophisticated national monitoringnetworks, the national radio management information system, radio equipment testing laboratories and the state radiomanagement command and dispatch center. In recent years, SRMC has spared no effort to provide technical support to state radio management, give technical guidance to local radio management and participate in relevant international technical issues. SRMC provided radio guarantee to important projects like lunar exploration, manned space missions, high speed railway and succeeded in guaranteeing radio safety in major events such as the Beijing Olympic Games, celebration of the 60th anniversary of P. R. China, disaster relief in the wake of Wenchuan and Yushu earthquakes.
SRMC takes charge of technical support for these below:
• Radio frequency planning, allotment, assignment, and frequency coordination for border areas, as well as international coordination of satellite orbits;
• Technical examination of filings of satellite nerworks and earth stations;
• Analysis and comments on the International Frequency Infornation Circular (BR IFIC)
• EMC testing among radio systems and the usage, maintenance and popularization of radio management software;
• Basic and prospective researches on technologies and applications of radio spectrum and satellite orbit resources management, and on the effective use of these resources;
• Researches on propagation characteristics of radio waves and EMC analysis techniques, tracking researches of new techniques and application for radio communications and new techniques about spectrum management;
• Research relevant specifications, standards and programs for radio spectrum and satellite orbit management. EMC analysis software, GIS platform, global satellite database and national station database are taken advantage of in SRMC to analyze the frequency sharing and interferences of different systems, transmission characteristics, signal coverage, etc. Advanced system simulation platform and testing equipment are also used to analyze the results in laboratory and field.
In recent years, SRMC has been focusing on providing technical support for radio spectrum management, and has made great contribution to the development of the 3rd generation mobile communications, high speed railway, Compass satellite system and other projects.
SRMC takes charge of the management of radio stations set by Central Authorities, Ministries and their affiliate organizations in Beijing, including technical examination and acceptance check, licenses issue or renewal and annual inspection of radio stations. SRMC has found a long-term mechanism for radio station management by the task of check and registration of radio stations, which laid the foundation for establishing and completing the nationwide database of radio stations.
SRMC takes charge of national standardization and managing the data of radio stations. SRMC takes on the task of gathering and analyzing data of radio stations throughout the country. Meanwhile, SRMC helps to assess data of radio stations in every province of China. SRMC is in charge of upgrading and transforming the software of radio station management system, and the popularization, maintenance and technical support of the software as well. SRMC also provides the guidance to local administrations for radio station management, standardization of structure of radio station database and establishment of related application systems. Furthermore, SRMC is responsible for issues related to terrestrial services of International Telecommunication union (ITU), including submitting the filings of radio stations and frequency assignment data for the stations which need to be recorded into the Master International Frequency Register (MIFR), for the ship stations, costal stations and special services’ stations set by national transportation and fishery sectors, and for HF broadcast frequency tables in special season. SRMC analyses and makes comments on the International Frequency Information Circular (BR IFIC), providing technical support for safeguarding the legal rights of our spectrum resources. All those efforts provide decision-making supports and technical supports to scientific and efficient spectrum management.
It is the responsibility of SRMC to undertake HF monitoring and space monitoring at the state level, as well as the VHF/UHF monitoring in some special cases. SRMC formulates standards and guidelines for spectrum monitoring and provides other spectrum monitoring organizations of lower levels with technical guidance. To have a full understanding of the use of radio spectrum, and to eliminate harmful interference quickly and effectively, SRMC established its national HF monitoring network, national space monitoring network and national VHF/UHF monitoring demonstration network. The national HF monitoring network consists of nine state monitoring stations located in Beijing, Harbin, Shanghai, Fujian, Shenzhen, Chengdu, Yunnan, Shaanxi and Urumchi. In the HF band, the network is capable of monitoring emissions originated from China and neighboring countries. Among these stations, Beijing Monitoring Station is registered by ITU as an international monitoring station.
The national space monitoring network consists of two state monitoring stations—Beijing Monitoring Station and Shenzhen Monitoring Station. It is capable of monitoring emissions from GSO satellites in the L, S, C, X, Ku and Ka bands. In addition, it is also capable of monitoring emissions from non-GSO satellites in the L, S and X bands.In the VHF/UHF band, SRMC’s monitoring network is composed of a central station and 8 remotely controlled stations. This monitoring network fully covers Beijing and its nearby areas. National VHF/UHF monitoring demonstration network is an adaptable multi-mode VHF/UHF monitoring network with highly automatic and intelligent ability, which can embody core idea and key technology of VHF/UHF monitoring network, solve general issues and difficult problems in VHF/UHF monitoring task, study upcoming evolution and future tendency, demonstrate and guide construction and usage of VHF/UHF monitoring network at provincial level. These technical facilities played a critical role in undertaking all the routine or special monitoring tasks and they helped ensuring an orderly radio spectrum.
SRMC is responsible for radio equipment type approval testing(SRRC certificate), radio equipment technical specification and standard development and normative study of radio testing laboratory capacity building, and for carrying technical guidance on national radio equipment testing. The laboratory of Radio Equipment Testing Department is the only national quality supervision and inspection body in radio industry, which is authorized as the State Radio Product Quality Supervision and Inspection Center by the General Administration of Quality Supervision, Inspection and Quarantine of P. R. China (AQSIQ), and is responsible for radio product quality supervision and inspection in China. The laboratory has first-class testing environment and equipments, scientific quality management system, professional technicians, excellent technical capacities, and has more than 20 certifications or qualifications authorized by domestic and international authority. Through these efforts on radio equipment management and testing, SRMC is to ensure various types of radio equipment that will be sold and used in China conforming the technical requirements of Chinese radio management, to effectively reduce radio interference from the source and to guarantee rational and highly-effieient utilization of spectrum resources.
